This framework for economic growth has been prepared with the help of thousands of people from all walks of life who were part of the many consultative workshops on growth strategy held inside and outside Pakistan. The core team was led by Dr. Nadeem Ul Haque, Minister/Deputy Chairman, Planning Commission.

Dr. Nadeem Ul Haque has wide-ranging operational experience of over 24 years at the IMF, including leading technical assistance missions and policy and research teams, and as a resident representative in two developing countries. He has a strong background in economic analysis and policy development, reflected in numerous publications in academic and policy journals and conference participation. He has been the IMF Representative in 2 central banks organizing a modernization effort which included improvements in the monetary framework and the policy formulation process. He also led organizational reform and efforts for nationwide deregulation in Sri Lanka. To ensure success of the reform efforts in Sri Lanka, conducted highly successful public dialog with civil society. In particular, was the initiating member and architect of Deregulation Committee, Financial Market Reform Committee and Chambers-Academia Round Table for Education Reform. In each case, the committee were bly private sector based, with limited official participation. Such committees helped sharpen the domestic debate and raise awareness of the need for reform. He is a skilled public speaker with ability to develop and lead public debate in diverse topics. He has published 5 books and over 50 papers in major journals and edited volumes. Back to List

Mr. Shahid Sattar has over 25 years of experience of working at senior levels in the Energy Sector. He qualified as a Chartered Management Accountant from the U.K. in 1981 and has spent his career in the energy sector specializing in energy policy and economics as well as managing energy sector companies. Mr. Sattar was the focal person in developing the Petroleum Policy of 1993, 1994; assisted in the Private Power Policy of 1994 and has been associated with the process ever since. He has remained as Advisor in the Ministry of Petroleum & Natural Resources during 1994-96 and in the Ministry of Finance in 1997-98. In the past year, he has been working as an Advisor in the Ministry of Water and Power and has played a major role in the ongoing Power Sector Reforms. Mr. Sattar has worked for BHP Billiton first as Commercial Manager and then as lead project Advisor IPI (2002-07), Iran-Pakistan-India Integrated Energy Project (1998-2001). He was the President of Orient Petroleum in 2001-02. Mr. Sattar has consulted for a number of organizations in the energy sector which include the World Bank, Worley Parsons, Tullow Oil Plc, Heritage Oil Plc, Premier Oil Plc, Arthur D' Little and various others. He has been a member of the World Bank missions to Pakistan since 1989 which included Domestic Energy Resource Development Projects (I & II), Private Sector Energy Development Project (I & II), Poverty Reduction Strategy Missions, Energy Efficiency Project and various others. He has authored various reports on the energy sector, the latest one being the Least Cost Approach Towards Power Generation in Pakistan. Back to List

Mr. Imran Ghaznavi has started his career in 1989 and in last 22 years he served at senior positions in public and private sector. Haroon is working as Assistant Chief in Planning Commission of Pakistan. He started his career as Administrative officer in Ministry of Population Welfare in mid 2005 and then joined Economist Group of Planning Commission in 2006. In 2009 he completed his Doctoral degree in Economics from University of Sargodha. He has been teaching Economics as a visiting Faculty at University of Sargodha for more than three years and also delivered lectures on macroeconomic issues at various training Institutes in Islamabad. He has also published five research articles in different local and international journals and also contributed chapters to the Annual and Five Year Plans. Dr. Muhammad Sabir is currently working as an Assistant Chief in Planning Commission of Pakistan. He has worked as a Research Officer in Planning Commission from December 2004 to May 2006. He started his PhD in June 2006, after getting fully funded PhD scholarship from Higher Education Commission of Pakistan. He recently (May 2011) finished his PhD from Vrije University Amsterdam, the Netherlands. He also holds Masters of Applied Sciences (MAS) degree, with distinction, from Applied Economics Research Center, University of Karachi and MA Economics from University of Peshawar His area of expertise is transportation economics, environmental economics, applied microeconometrics and choice modeling. She has worked with Innovative Development Strategies as a Junior Consultant on different projects that include studies on Domestic Commerce, Balochistan Poverty Reduction Strategy Paper, ADB's Missing Facilities and PPAF's 10 Year Progress Report. Ms. Khalid has also worked with the Federal Ombudsman's Office as a Training and Research Officer on a UNICEF funded project on child rights. She is currently employed with the Planning Commission as a National Institutional Officer, where she provides research support on governance issues.
