Themes of Growth

The new growth strategy places emphasis on what might be called the "software" of development-incentives, institutions, markets, communities, and especially questions of governance-than on the "hardware", that is, physical investment in buildings and equipment, such that it emphasizes the microeconomic foundations of the macroeconomic framework, An approach needed to release the dynamism of individuals and enterprises. It seeks to do this through measures' improving the investment climate, reduce the cost of doing business and to dissolve the impediments to entrepreneurship along with increasing the productivity of investment. It places much emphasis on matters of economic governance, that is, to the formulation and implementation of rational, efficient, and equitable rules and procedures for the management of economic assets and activities.
